Course Objective Examining theoretical background and withstanding values of local governments which are vital parts of public administration, and within this framework analyzing all aspects of local governments including duties, authority, establishment, organization, financial structure and intergovernmental relations.
Course Content Definition, importance and values of local governments, decentralization and local government, local government in Turkish Constitution and local democracy, local governments in Turkey: functions, organs and management of municipalities, metropolitan municipalities, Special Provincial Administrations, and villages, local government associations, service methods in local government, intergovernmental relations, evolution of local government, local government-citizen relations.
