Dersin Amacı

The democratic struggles that the Ottoman State has made in order to protect its political structure, independence, territorial integrity and the state's future and the constitutional arrangements in this framework will be examined in detail.

Constitution concept and historical development process. Constitutional movements in Europe. The social, cultural and economic foundations of constitutional movements in the Ottoman State. Social structure and characteristics of the Ottoman State. Constitutional developments in Europe and the factors leading to the beginning of constitutional movements in the Ottoman Empire. Kabakçı İsyanı, Şer'i Hüccet, Sened-i İttifak and the issue of sovereignty. Tanzimat Fermanı (edict) and the Sultan's own authority to limit. The strengthening of the Ottoman bureaucracy. Legislation movements beginning with Tanzimat Fermanı. The struggle for rights and freedom of Ottoman intellectuals.

The process leading to Kanun-i Esasiye (first constitution). Kanun-i Esasi and I. Meşrutiyet (the first Constitutional Monarchy). Content and analysis of Kanun-i Esasi. Abdulhamid II. period and basic approaches of Abdulhamid policies. Party of Union and Progress (İttihat ve Terakki) and II. Meşrutiyet (the second Constitutional Monarchy) 1909 Constitutional amendments and differences from the 1876 Constitution. The constitutional movements in the Ottoman State and its effects on the constitutional movements and democracy of the Republic of Turkey.
